These tests are failing because the docker image being used for the lint and test-behat uses PHP 7.3 whereas the test-phpunit uses one with PHP 7.4.

The Circle config should be updated to use a different image that uses newer PHP or the composer install command should include --ignore-platform-reqs.

Closing this but we should address the fixes required to get the tests passing again.
