Adoption-only scope. SigningService + SigningController + SigningProvider need a coordinated rewrite to consume OR ApprovalService — sign-request creation creates ApprovalChain, SigningProviderInterface implementations become event listeners on ApprovalStepApprovedEvent. Companion audit migration (#131) ships in the same sequence. Closes #132

Adoption-only. SigningService + Controller + Provider need coordinated rewrite + event-listener conversion that doesn't fit a single PR. Records the rule + plan; implementation ships as a follow-up sequence alongside #131. Closes #132.
