Should't this be 0.4.0-SNAPSHOT ?

We're trying to publish again 0.3.0 with sbt-release plugin. To accomplish it, we have to reboot version.sbt with latest snapshot published.

This PR includes plugin https://github.com/47deg/sbt-catalysts-extras, in order to use the common settings, including publish and release ones.
Additionally, for each merge performed in master, Travis is going to publish a snapshot version.
