Sqlx CLI Ignores SQLX_OFFLINE_DIR

Description

SQLX_OFFLINE_DIR is ignored during preparation.

Reproduction steps

Prepare queries. Put into the correct location. Run check etc.

SQLx version

0.8.6 sqlx-cli 0.8.5

Enabled SQLx features

"runtime-tokio-rustls", "any", "postgres", "chrono"

Database server and version

psql (17.5, server 16.3 (Debian 16.3-1.pgdg120+1))

Operating system

NixOS

Rust version

1.88.0

Amended Sqlx version. Current was pulled from Nixpkgs 25.05. Will try newer when I get to it.

I'm on 0.8.6 now and the behavior still exists. SQLX_OFFLINE_DIR is set, but the tool outputs to .sqlx and I have to manually move it. It also will not check the correct folder for check.

Will attempt a patch later. Please clarify if my expectation is wrong.
