Keep the root module in sync with cliext's gRPC version

Because the root module replaces github.com/temporalio/cli/cliext with ./cliext while still requiring gRPC v1.83.0 (go.mod:28,34), this new v1.83.1 requirement becomes the selected version for root builds. Consequently, the root go mod tidy in .github/workflows/ci.yaml:90-99 rewrites the root go.mod to v1.83.1 and adds its missing root go.sum entries, after which git diff --exit-code fails. Update the root module files in the same change.
