Downgrade
fbc-fips-check-oci-tatask digest to the previous working build (2026-05-18).The current pinned digest (
sha256:23c6e3..., built 2026-05-20) fails the FIPS check onroxctl-linux-s390xwith:Same class of issue was fixed previously in #316 by changing the digest.
