Use GetSuccessfulTransmissionHash before TXM fallback when post-submit polling fails, log duplicate local submits, and assert event hash in test.
Always resolve post-submit Failed/InvalidReceiver replies via GetFailedTransmissionHash instead of the local TXM submit hash, ensuring DON nodes return the same tx hash when duplicate submissions occur.
