IPv6 access from local IP doesn't work on master

Because of webpack/webpack-dev-server#882.
Need to figure out which fix is the right one.

We should probably fix this together with #2112.

#2155 partially fixes this, but it does not support IPv6 yet. We need to wait for webpack/webpack-dev-server#899 and webpack/webpack-dev-server#907 to land before we can close this issue fully, but it's fine to ship for now.
