AssertionError when installing a package with an extra and a URL constraint

Description

Building a docker image with the folloiwing Dockerfile with docker build --no-cache . throws AssertionError. Is this expected?

Confirmed les.pythonhosted.org/packages/16/75/924e3a52c35cb105a152d29622d0f06bb0f48a677e77ddd6e11ef0004164/pandas-2.0.1-cp38-cp38-manylinux_2_17_x86_64.manylinux2014_x86_64.whl works fine.

Thanks for confirming! This looks like it's in the same group of interaction-issues between the various special cases with pip's dependency resolver.
