Publish a new version of pug-lexer

In #3354, you updated character-parser which resulted in dropping a whole raft of deep dependencies

it seems this isn't yet on npm though 👀

is there any chance we could get a new version published? I know its been a while but this would clean up a lot of dependency trees still using pug

the bad thing is to declare the death of sth. even worse is no one cares about declaration of the death (of pug proj)
