Current Behavior
For independent release groups, an unversioned dependent can remain in the calculated project version data. Changelog generation then attempts to resolve its previous release tag even though the project is not being versioned, which can fail when no matching tag exists.
Expected Behavior
Changelog generation resolves tags only for projects receiving a semver or Docker version. Unversioned dependents are skipped before tag resolution.
The focused regression test and repository pre-push validation pass.
