Improve the performance of both URLSearchParams.toString and querystring.stringify

I'm opening a PR to finalize this issue using $O(N)$ pre-allocation and a fast-path for short strings. It builds on @debadree25's benchmarks in 2023 and shows a +34% throughput gain for large objects. All WPTs passing and ready for review.
