docs: add Collectives tools section for context_agent#15146

The context_agent ExApp ships these Collectives tools but they are not listed in the "Currently implemented tools" section. This documents the resulting tool surface; PR nextcloud/context_agent#159 is in flight and may further refine update_page_content. covering collective listing, page CRUD, and page lifecycle (trash, restore,
