7. Fixed reaction wheel and thruster commanding to be spacecraft specific

Checked arm64 and amd64. Made small edit to fprime launch script to make sequence launch more reliable. Waiting for approval to merge to release.

Ran full test suite group in COSMOS, only had expected issues with ADCS system tests, and a couple smaller, expected glitches. Tested OpenC3 with the RC in with my 838 branch and verified radio delay functionality in OpenC3 then. Checked F' and YAMCS for a few commands (i.e. leaving/entering Sunpoint Mode), and verified they still appeared to work, so approved!
