playlists don't sync to account

Description

whenever I create/modify a playlist, i cant see the changes in other devices connected to the same account, forcing me to add the song manually on each device or export the playlist as a csv and import it in my other device which takes quite a long time and is inconvenient.
I couldnt find anything in settings to change this behaviour and i tried both a google account and an email account with both having the exact same problem.

when I try to delete a playlist that was in sync before the issue existed and stayed stuck in the account i got this in console:

Reproduction steps

1. connect to the same account from 2 devices (or 2 browsers on same device)
2. create a new playlist or add a song to an existing playlist on 1 of the devices
3. look at the library on the second device (with refresh)

Expected Behavior

seeing the modified/new playlist in second device.
