Seems like we should at least log a message to the C/C++ output pane (or Toggle Developer Console, which I think we did previously). Otherwise, it can be really confusing why the extension appears to not activate (no logging gets shown at all) -- I thought VS Code Insiders had a bug. Other users have hit this issue too, such as #9269.
