1.21.3 requires VS Code version ^1.82.0

• If using SSH remote, specify OS of remote machine: Ubuntu 22.04

Bug Summary:

1.21.3 did not work on VS Code 1.79.2. But can be auto update to this version.

According to release notes, it seems required VS Code 1.67.0.

KernoPike (@Kernopike) Our extension only has a dependency requirement of VS Code 1.67.0 -- see our package.json at https://github.com/microsoft/vscode-cpptools/blob/main/Extension/package.json#L14

I don't know why VS Code would be saying a newer version is required. Maybe it's a VS Code bug?

KernoPike (@Kernopike) Can you file a bug with VS Code at https://github.com/microsoft/vscode/issues ? However, if it is a bug with VS Code, they may have already fixed it with a newer version of VS Code.

We haven't gotten other user reports of this yet -- we can look into if other users are hitting this or not.

KernoPike (@Kernopike) Are you saying 1.20.5 doesn't have this issue?

KernoPike (@Kernopike) It's possible we may have caused this issue in PR #12317 when we updated our dependencies -- that PR (or maybe another similar one) brought in dependencies that may have had "hidden" VS Code minimum version requirements. I'm not sure how to check this yet...
