Please fix the error of downloading data during CI testing

🐛 Bug Description

To Reproduce

Steps to reproduce the behavior:

1. When CI auto testing is triggered, there is some possibility to fail on the step to download data.

Expected Behavior

The CI test automatically sleeps for a relatively longer period and retry later.
