Hysteria and Tuic new Users

new users don't be added to Tuic and Hysteria json files in singbox. I've tried restarting services / Applying configs. But they didn't work. I have to add them manually in the json files.

Still reproducible on 12.3.3 — renewed user via Admin API, VLESS worked, Hy2/TUIC/Mieru/Naive failed until manual commander.py apply-users + sing-box restart. Root cause appears to be failed/stuck apply pipeline, not manual JSON editing. See #5505 for full repro.

systemctl restart hiddify-singbox

this works thanks, I added them to cron till next enhancement fixes the issue
