Move the Java Testing Env to a new env

Currently our Java client library uses java-docs-samples-testing as the project when the tests launch. This repo is using the wrong project. We need to move this over to a new project. We should use gcloud-devel or create a designated project to run the tests. Check how other client libraries do this.
