Alternative non-Cgo SQLite driver

Consider github.com/ncruces/go-sqlite3 instead of modernc.org.

• Seems to be more perfomant according to https://github.com/cvilsmeier/go-sqlite-bench
• Lacks FTS5 support (SQLite FTS5 as full-text search implementation #3)

Currently we use https://github.com/glebarez/go-sqlite, modified modernc.org driver that has some issues on its own: glebarez/go-sqlite#181
