Currently when you run out of colours in a palette to assign to labels from a labelset it randomly generates more colours. If you want to sync two plotter to each other visually it is very hard with this current behaviour. This PR creates a bank of extra colours that can be deterministically drawn on when there are more classes or unique labels than there are colours.
