[iOS, MacOS] FlowDirection not working on EmptyView in CollectionView

Description

The FlowDirection property is not being applied to the EmptyView content within a CollectionView. This appears to be a regression on Android starting from version 9.0.80. In iOS and Mac, the issue exists from version 9.0.0 itself with CV2.

Steps to Reproduce

1. Run the attached sample EmptyViewIssue.zip
2. Observe that the EmptyView content does not respect the FlowDirection setting

This issue has been validated in Visual Studio Code 1.105.1 with MAUI versions 9.0.0, 9.0.80 and 9.0.120. It can be reproduced from 9.0.80 on Android platform. In iOS and mac issue reproduced from 9.0.0.
