fix(ci): scope release failure notifications to their channel - #424

`notify-stable-failure` gated only on `contains(needs.*.result, 'failure')` with no channel check, and listed `ci` and `versioning` among its needs. Those two jobs run on every push to main, before the release channel is decided, so any CI failure fired the "Stable release" Slack alert — and `notify-canary-failure` fired at the same time for the same reason. Gate each channel notification on `versioning`'s `release_created` output and drop `ci` from both, then route shared pre-release failures to a new `notify-ci-failure` job that names them honestly. The canary gate uses `== 'false'` rather than `!= 'true'`: when `versioning` is skipped its output is the empty string, which satisfies `!= 'true'` and would reintroduce the same false positive.
