在《个人资料》和《发现》页面，标签选择器获取不到标签
留意到之前有修复过类似问题，不过好像只是修复了笔记详情页fix tag suggestions not working on memo detail page
Steps to reproduce
在《个人资料》和《发现》页面编辑笔记时，标签选择器是空的，没有标签显示
