Moves the feat: split review commands bullet out of the
## v0.25.1section and into a fresh## Unreleasedsection.Root cause
v0.25.1 was cut from PR #61's docs bullet only (at commit
8a77039) BEFORE PR #62 merged. When I rebased PR #62 ontoorigin/master, I hit a CHANGELOG conflict and resolved it by keeping both bullets — but by then master's## Unreleasedhad already been rolled to## v0.25.1by the release-watcher, so the feat bullet landed in the wrong section.Visible symptom:
/github-release-repo-trigger(request4dfb3b1f-096e-42ff-aad7-cdb1de057def) no-op'd because master had no## Unreleasedto roll into v0.26.0.Test plan
