[BUG] - cannot use `#` in the `rootPath` on WSL

Environment/version

• Extension version: 12.8.0
• VSCode version: 1.106.2
• OS version: Ubuntu 24.04 on WSL

Steps to reproduce

1. Create directories named C and C# at ~/tmp/.

[user]:~/tmp$ls
C  C#

2. Save ~/tmp/C#/ as a project named test-wsl.
3. Open the project test-wsl. Then the current directory is ~/tmp/C/.
