feat: Restrict suggesitons for non multi-option options

Description

As a CLI author, Some options I received should be passed by the user only once. Unless my options are multi-options, it should not appear in completion suggestions after the user passed its value.

Requirements

• Don't suggest parsed options
• Take care option aliases into consideration
• Take care abbr into consideration
• Never complete flags twice
