Feature: [Request] (QOL) Re-add VAAPI GPU Encoding #252

It was added after #54 and removed in v2.3.9 due to instability. However, I feel removing it entirely was the wrong move.

Requested Solution

It'd be better to have moved it into an experimental "This will probably break" toggle at setup and in settings. Leaving it up to the user to deal with the instability with the option of GPU acceleration for non NVIDIA gpu's. All the same reasons I had in #54 is a good reason to bring it back.

Vulkan would also be great to add back for the same reasons.

AMF is fine to keep removed as Linux users can't use it anymore anyway and practically never could. As for windows users I don't know if they use AMF or not, so that'll have to be someone else's case to argue.
