Closes #5556. When `.chaos-engine-hosts.json` still says installed but the `.chaos-engine` core tree is gone, status/doctor now report CE_CORE_MISSING with recovery guidance, and install refuses to provision dependencies with an opaque drift failure.
Avoid requiring diagnosticCode/reason/remedy on every status/doctor payload. Report CE_CORE_MISSING under components.core and refresh the README python-libraries inventory after install.py changes.
