Réjean McCormick

Socio-technical architect Building kOA — governable civic infrastructure for turning knowledge into coordinated action.

I work on infrastructure for collective intelligence: systems that help people and institutions learn, deliberate, decide, execute, and preserve memory without losing legitimacy, traceability, or operational clarity.

kOA is not a single app. It is a Sociotechnical Operating System: a modular architecture that combines technical systems, governance logic, workflow, and semantic knowledge infrastructure into one coherent operating layer.


What I’m building

The central idea behind kOA is simple:

societies and organisations do not fail only because they lack information; they fail because information rarely becomes coordinated, auditable, reusable action.

Most systems stop at one layer:

  • knowledge platforms stop at documentation
  • civic platforms stop at participation
  • workflow systems stop at execution
  • archives preserve outputs but not usable memory

kOA closes the loop:

knowledge → deliberation → decision → execution → institutional memory

The goal is to create infrastructure that is:

  • governable
  • modular
  • auditable
  • offline-capable where needed
  • policy-scoped
  • deterministic-first, with AI as a bounded tool rather than hidden authority

Architecture

kOA Digital Ecosystem

The overall architecture: a system of systems designed for resilient knowledge-to-action.

kOA connects:

  • people
  • roles and institutions
  • knowledge and evidence
  • deliberation and decision protocols
  • operational execution
  • durable semantic memory

It is designed for environments where legitimacy, accountability, and continuity matter: civic ecosystems, public institutions, schools, health systems, NGOs, co-ops, and complex operational teams.


Konnaxion

The public coordination layer of the ecosystem.

Konnaxion is where learning, research, consultations, and shared civic knowledge come together. It supports:

  • learning pathways and reusable best practices
  • open R&D and collaborative builds
  • structured consultations and debate
  • publication of high-signal knowledge artifacts
  • public-facing coordination across communities and projects

Rather than duplicating every external tool, Konnaxion is built to orchestrate and integrate while preserving a curated commons.


Orgo

The execution backbone.

Orgo is a multi-tenant organisational nervous system for converting signals into action. It ingests requests, events, and operational inputs, then turns them into structured work with:

  • cases
  • tasks
  • routing
  • ownership
  • escalation
  • review cycles
  • operational memory

The point is not just task management. The point is to give institutions a shared execution grammar so outcomes do not disappear into inboxes, spreadsheets, and fragmented ticketing systems.


Kristal

The knowledge artifact layer.

kOA treats knowledge as infrastructure, not content. That means knowledge must be:

  • portable
  • structured
  • versioned
  • provenance-aware
  • queryable
  • reusable
  • explicit about certainty, validation, scope, and authority

A Kristal is the compiled output unit of that approach: a semantic artifact designed to preserve meaning, evidence, provenance, status, and traceability better than ordinary documents can.

Kristal can carry verified, uncertain, disputed, symbolic, fictional, mythological, or provisional material, but it must not flatten those differences into a single truth label. Its role is to make knowledge portable, inspectable, policy-scoped, and reusable without losing context.


SemantiK

The semantic / multilingual generation layer.

SemantiK supports structured language generation and semantic workflows across multilingual and knowledge-driven contexts. It helps move from raw information and abstract schemas toward readable, reusable, structured outputs.

Its outputs should remain:

  • deterministic where possible
  • auditable
  • label-preserving
  • multilingual
  • traceable to structured inputs

Design principles

My work is guided by a few recurring principles:

  • Governability over engagement Systems should not optimize only for activity; they should remain understandable, contestable, and accountable.

  • Deterministic-first Critical flows should be reproducible and inspectable. AI can assist, but it should not be the only path to correctness.

  • Policy-scoped integrity Systems should preserve the difference between verified, uncertain, disputed, revoked, fictional, symbolic, and provisional material. A claim should never be presented beyond the validation status, authority channel, certainty level, scope, and reader policy that support it.

  • Verification before activation Runtime artifacts, knowledge packs, and operational outputs should become active only under explicit policy conditions. The point is not blind refusal; it is controlled activation, safe degradation, rollback, auditability, and visible status.

  • System of systems, not monolith Strong architecture comes from composable modules with explicit seams, not from one platform trying to absorb everything.

  • Institutional memory as a first-class feature Decisions, workflows, and knowledge should compound over time instead of resetting every cycle.

  • Public-good orientation The aim is not only efficiency, but better collective capacity: better learning, better deliberation, better execution, better continuity.

Why this work exists

We are entering a period where institutions face simultaneous pressure from information overload, coordination breakdown, public mistrust, and opaque automation.

The response cannot just be “more content,” “better dashboards,” or “AI everywhere.”

What is needed is governable infrastructure:

  • systems that preserve meaning
  • systems that make decisions legible
  • systems that connect deliberation to execution
  • systems that produce reusable memory
  • systems that keep uncertainty, disagreement, provenance, and authority visible
  • systems that remain usable even under stress, contestation, or degraded conditions

That is the problem space I work in.
