feat: Automate Web App restarts in CD

Description

The CD pipeline automates Function App restarts if Docker images are retagged or if Terraform changes have been deployed.

This change similarly automates Web App restarts to significantly reduce support overhead.

Type of changes

• Refactoring (non-breaking change)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
