Four-wave remediation plan covering workflow hardening (SHA pinning, --locked-mode, SBOM, artifact checksums), Dockerfile hardening (aspnet runtime image, non-root user, RabbitMQ plugin hash verification, Hadolint), and GitHub configuration (CODEOWNERS, Dependabot, branch protection runbook, NuGet prefix reservation).
Enable RestorePackagesWithLockFile in each Backend.csproj and generate packages.lock.json to support --locked-mode in CI. This is a prerequisite for the OWASP CI/CD hardening plan (Task 0). Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
