`--charge-current-limit` and `--charge-rate-limit` don't tell anything

--help says:

      --charge-current-limit [<CHARGE_CURRENT_LIMIT>...]
          Get or set max charge current limit
      --charge-rate-limit [<CHARGE_RATE_LIMIT>...]
          Get or set max charge current limit

But framework_tool doesn't output anything when using those commands w/o argument, so it is unclear how to get the limits.

You are correct, the description is incorrect. It's not possible to get the limits. The EC API does not support that.
While charging you can use framework_tool --power and it'll tell you what the current it's charging at right now is.
