Adds clear-decisions to Communication & Writing.

What it does: forces plain-English, unbiased decision support — every real "should I use X or Y" question gets the actual options, genuinely fair pros/cons for each (including checks against favoring the AI's own maker or whatever's just more popular), and one crisp recommendation tied to the user's actual stated context, with a confidence tag and a professional-advice disclaimer when money/legal/medical stakes are involved.
Why it's useful here: most existing decision-support skills (e.g. decision-helper, vendor-review) don't document bias mitigation against vendor/popularity bias or enforce live-verified sourcing — this one does, plus a plain-English/low-verbosity mandate aimed at non-technical readers.
Format: standard Agent Skills SKILL.md, plus a harness-agnostic PORTABLE-RULES.md for tools without native skill support, a CC BY-SA 4.0 license, and eval test cases (evals/evals.json) documenting 3 rounds of with/without-skill testing.
