PeoplePicker down button adds a person

Describe the bug

When using the PeoplePicker and the down arrow is pressed, the first person is immediately added.

Steps to Reproduce

Steps to reproduce the behavior:

1. Ensure a user is signed in
2. Add the PeoplePicker
3. Start typing a name and wait for people to show up
4. Press the down arrow on the keyboard

Expected behavior

The down arrow should allow me to select a person to add and only add the person if I press Enter or Tab

Yeah this is a bug in the TokenizingTextBox itself in the toolkit, we should be fixing it as part of the next batch of fixes to that control.
