[BUG] light/dark mode toggle

Was thinking that v4 has the light/dark toggle, however the index preview on my workstation after copying the ZIP file from GitHub does not have that feature. Same goes for this internet link: https://adminlte.io/themes/v4/index.html

Using this internet link I see that v3 does have the light/dark toggle:

What is going on?
