Закрыто: upstream-баг пакета. SQLitePCLRaw.lib.e_sqlite3 2.1.12 удалил runtimes/win-arm/native/e_sqlite3.dll из nupkg, но buildTransitive/net461 targets всё ещё ссылается на этот файл → MSB3030 на всех net48 конфигурациях (CI красный: R19/R21/R24). До выхода исправленной версии игнорируем 2.1.12 в dependabot.yml. |

Close #144 (DI.Abstractions 10.x — loose exact identity; Bcl.AsyncInterfaces pinned 10.0.1 for ILRepack merged identity, ADR-051). Close #145 (SQLitePCLRaw 2.1.12 upstream bug: win-arm removed from nupkg but net461 targets still reference it — MSB3030 on net48). New ignore rules: DI.Abstractions >=9, CT.Common/Diagnostics >=8.4, Bcl.AsyncInterfaces (full freeze), SQLitePCLRaw 2.1.12, ADR-042 frozen polyfills (Memory/Buffers/Unsafe/Tasks.Extensions/Encodings.Web/Numerics.Vectors).
