Scale the interpretation of E values for extrusion stats and rendering.

Seen in: M221 in filament tuning and start gcode; M200 when a slicer emits volumetric E.
Behavior: M221 scales extrusion amounts per tool (percentage); M200 switches E to mm³ of filament.
Gotchas: neither affects position — only how much extrusion an E value represents.
