This PR adds a GitHub action that tests a Linux 32-bit build to catch any pointer / type use issues.
Tests both
--enable-jniand--enable-jni --enable-all.Choosing to just test on one Java version (17) for now to keep total test count down while still adding 32-bit type/pointer testing.
