Except for some changes to the comments, this is the same as the improved OSV workflow that we developed in the context of ReCirq recently.

This shortens the explanatory comment at the top and moves it to make better use of the workflow name as a summary. In osv-scanner.yaml, there is an additional change to the name of a step, to make it more descriptive. No code changes.

This PR adds two security best-practices scanners to the CI checks and also as a regular weekly scan:
OpenSSF Scorecard, a code-scanning system recommended by Google's GitHub OSS team.
Open-Source Vulnerabilities scanner, an open-source vulnerability scanner developed by Google.
