Cirq 1.6 has a Python minimum version of 3.11. It would be best to increase OpenFermion's minimum version to 3.11 too.

Cirq 1.6 has a Python minimum version of 3.11, which means this can no
longer test on 3.10.
This is the output of running `re-pip-compile-in-docker.sh`.
