Bump the workspace version and lockfile entries to 1.8.3. After v1.8.2 was staged, RUSTSEC-2026-0285 flagged its rustls dependency as vulnerable. The fix is already merged into master in #16856, but the immutable v1.8.2 tag cannot be updated. Leave v1.8.2 unpublished and ship fresh artifacts as v1.8.3.
