Rplace with https://github.com/bazelbuild/bazel/blob/master/docs/extending/platforms.mdx, which more accurately describes the platforms API as a landed, canonical API. Forked from bazel-contrib/bazel-docs#647 (review). The migration has long since finished and is now just confusing Closes bazelbuild#30718.
