This is a companion / follow on to https://github.com/bazelbuild/bazel-central-registry/tree/main/modules/rules_dart & https://github.com/bazelbuild/bazel-central-registry/tree/main/modules/rules_dart_proto. (Actually, it's partly the point of producing a rules_dart in the first place).

Please let me know the best way I can assist in getting this landed to BCR.

Note the pre-commit failure is unrelated to this module. I can close this and create a new pull request if we want to try.
