PhoenixSyncTableOutputRepositoryTestbrings up a full HBase+HDFS+ZK mini-cluster. PHOENIX-7751 introduced it alongsidePhoenixSyncTableToolITbut miscategorized it. The fix renames the suite toPhoenixSyncTableOutputRepositoryITand moves it so failsafe runs it in theNeedTheirOwnClusterTestsexecution.
