CCM-14322: Update supplier-api package

Description

Upgrades @nhsdigital/nhs-notify-event-schemas-supplier-api to v1.0.11 and updates tests to include billingRef, allowing event payloads to validate successfully against the updated schema.

Although v1.0.12 is available, it introduces a dependency on a private package that would require adding a custom registry and configuring authentication with personal access tokens. Following discussion with the maintainers, we agreed to upgrade to v1.0.11 for now, as the private dependency is expected to be removed in the next release.
