CCM-13765: Store Files for Virus Scanning

Description

• Added listener to the event bus which connects to a new scanner queue which invokes a lambda to move the documentReference from the PII bucket to the new S3 bucket in the suppliers aws account for virus scanning.

Context

Required as part of the virus-scanning solution for digital letters.
