Update IA to support Review, Uploads and Downloads

This PR does a few things…

Update IA

• Moves Unmatched consent responses, School moves and Important notices (for those with permission) into a new Review section
• Renames Imports to Uploads
• Adds a new Downloads section that lists previously requested downloads, with prompt to Download data
• Option to Download data moved from under Reports to the new Downloads section, with an added option to request a School moves download

Download behaviour

Every request for a download now ends on the Downloads page.

Reports

The first tab of the Reports section now matches the design used in production

Session spreadsheet

Users can now choose whether to include the columns used for recording vaccinations of offline or (this may be useful for downloading a spreadsheet to send to a school prior to a session)

Consistent naming

Always label the 3 upload file types as Cohort records, Class list records and Vaccination records.
