Description
Add two new pipelines so that the database migration container app job can be run via ADO.
This is an interim PR as these new yaml templates will shortly get merged into the larger end to end pipeline that will deploy resources across all environments, but so as not to fall too far behind
main, which is evolving very quickly, this smaller PR is proposed.Some minor changes are also included in the prod/pre-prod TF Vars files for the sake of maintaining consistency across environments.
